South Toms River - Redevelopment
The Borough of South Toms River is planning to designate Block 20, Lots 1.01, 1.02 and 1.03 as an area in need of redevelopment. These block and lots are the current playground and recreation building behind the homes on Attison Avenue.
On August 22, 2016, South Toms River Borough Council passed at first reading Ordinance 7-16, which adopts the Redevelopment Plan for the Municipal Landfill Property at Block 20, Lots 1.01,1.02.1.03, 1.04 & 1.05.
This Ordinance was due to come up for seconding reading and a public hearing on September 12, 2016 but did not. The South Toms River Borough Council indicated they would be bringing the Ordinance back in the months ahead.

There was a public hearing in April 2016. The purpose of the meeting was to determine whether Block 20, Lot 1.o1, 1.02 and 1.03 should be designated and an area in need of redevelopment. This would be added to a Lots 1.04 & 1.05 covered in an earlier report.

The meeting and public input is the first step in the process, and the Borough of South Toms River has completed a Municipal Landfill Redevelopment Plan (click here to review copy) covering Block 20, Lots 1.02, 1.03, 1.04 and 1.05.
Lots 1.04 and 1.05 were designated as an area in need of Redevelopment through Resolution 2015-212. South Toms River had Maser Consulting complete a redevelopment report dated August 28, 2015. To view a copy click here.
Then on February 22, 2016, through Resolution 2016-69, the Borough asked the Planning Board to investigate whether Block 20 Lots 1.01. 1.02 and 1.03 should be designated as an area in need of redevelopment. This investigation is the subject of the April 18, 2016 public hearing and the Planning Board is asking for comments from the public.
Although the Borough has not yet selected a redeveloper, they have allowed McManimon, Scotland & Baumann, LLC to put in an application with the New Jersey Pinelands Commission.

The plans consist of three sheets showing the existing conditions of the site and the proposed overall development plan for the site.
The Pinelands Preservation Alliance (PPA) has concerns because it would mean a diversion of the parkland that currently exists on the site. There is a landfill in between the “new” residential areas that needs to be capped and closed properly and there are threatened and endangered species currently utilizing the site.
In a letter to DEP Green Acres by McManimon, Scotland & Baumann on January 7, 2016, it is acknowleged that Lot 1.02 is recreation and is listed on South Toms River Borough's Recreation and Open Space Inventory (ROSI) list. This letter indicates that the ballfields will be relocated to Lot 1.04, which is the existing landfill lot. PPA will not be supporting this diversion of recreation land.
South Toms River Land Use Board, on April 18, 2016 pass a resolution on the Expanison of its Redevelopment area to include lots 1.01, 1.02 and 1.03. PPA has learned that South Toms River did not submit the application fees to the N.J. Pinelands Commission. Below is the copy of the fees paid by EP Design Services, LLC and M&T Realty Partners, LLC of Piscataway.
